An International NGO in Zimbabwe seeks a Chief of Party (COP) for an anticipated, PEPFAR-funded Orphans and Vulnerable Children (OVC) program.

The Chief of Party will be based in Harare. S/he will be reporting to the Country Director on the following responsibilities:

  • Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements;
  • Lead the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners;
  • Supervise project implementation, with a focus on achieving the UNAIDS fast track 90-90-90 targets in priority geographic areas;
  • Responsible for technical leadership and the overall management and operations of the project;
  • Provide a leadership role in coordination among the donor, the Government of Zimbabwe, and key stakeholders and other implementing partners;
  • Act as a liaison to and ensure effective relationships with relevant donors, the GOZ and other key stakeholders; Lead all project planning responsibilities, including the production of annual workplans and budgets; oversee the alignment of the budget to expected results, as well as review and approve annual budgets and quarterly reports;
  • Ensure the cost-effective use of Pact resources; Ensure compliance with INGO and donor requirements, policies, and regulations; As relevant, manage all local grantmaking mechanisms, ensuring compliance with donor regulations and Pact policies; coordinate and/or conduct monitoring visits to grantee programs;
  • Provide and/or ensure the provision of training and mentoring to partners to strengthen their capacity for technical service delivery and compliance with donor rules and regulations;
  • Recruit and directly supervise local project staff in line with INGO human resource (HR) policies;
  • oversee the management and development of project office HR to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced

Minimum requirements
Master’s Degree in public health, international development, or a closely related field; At least five years’ experience as senior staff in at least three of the following areas: child protection, economic strengthening, social protection, education, early childhood development, health, and nutrition, including HIV/AIDS care and support; social service systems strengthening; quality improvement/quality assurance; M&E; and operations research; Experience and understanding of Zimbabwe’s OVC and HIV/AIDS response, social protection sector and framework for vulnerable children and adolescents, and PEPFAR 3.0 priorities

Skills and abilities
Strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of ten years of progressively increasing experience in designing, implementing, and managing large, complex projects involving multiple partners, five years of which must have been in a COP or Director role on a USG cooperative agreement, grant and/or contract; Proven experience in program management and administration, financial management, award cooperative agreement compliance, sub-award management, and tracking project performance and costs; Experience in interacting with government agencies, host country governments and counterparts, and international donor agencies; Strong management and communication skills, strategic vision, leadership qualities, professional reputation, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description; Experience living and working in Zimbabwe; country nationals strongly preferred; Oral and written fluency in English, with strong oral presentation skills
