Outrageous: Zimbabwe Government approves bizarre law that sanctions healthcare corruption

Zimbabwe’s President, Emmerso Mnangagwa has signed into law, the Public Procurement and Disposal of Public Assets Act (Chapter 22:23), which shields the ministry of Health and Child Care (MoHCC), from  public scrutiny regarding its disposal and procurement of both movable and fixed assets.

The new law comes a few years after a healthcare scandal that rocked the health sector in which former health and child minister and his accomplices allegedly swindled government in millions of dollars in a botched COVID-19 equipment procurement scam.

According to Section 26 of the Public Procurement and Disposal of Public Assets Act (Chapter 22:23), the health sector and ministry of health will no longer be obliged to publicly disclose procurement and disposal of “construction equipment and materials, biomedical and medical equipment, medicines and drugs (pharmaceuticals), vehicles including ambulances, laboratory equipment, chemicals and accessories, hospital protective equipment and repairs and maintenance services for hospital equipment and machinery.”
